He's the perfect WR2 to pair with a steady WR1. 

I grabbed Howard (luckily before he was on anyone's radar, after he was dropped early but before it was clear he was the back to own on the Bears, paid zero FAAB for him IIRC), Adams, and Matt Ryan off waivers in one of my leagues. I won the championship.
