Palmer, Flowers, Likely...which 2 to flex PPR (1 Viewer)

I've rarely used a 2nd TE as a flex [Hockenson is my starter]. I expect similar points from all 3 guys but Palmer has a dicey QB, while doubling up on Ravens receivers also seems questionable.
Leaning Likely/Palmer or Flowers/Palmer. I'm favored in this playoff matchup so the safe floor might be preferable to risky upside but would like to hear other opinions.

Palmer could be in for more targets as The Chargers could be behind for much of their game and throwing a lot late.
Likely and Flowers could be chasing points also.
Very close/tough choice but I'd rank them:

1.Flowers
2.Palmer
3.Likely
