Should I offer this to a guy in my league?

i get:

Sterling Shepard

Kenneth Dixon

he gets:

Devonta Freeman

Jamison Crowder

my other running backs are David Johnson and Melvin Gordon and I need help at wr. Ppr by the way and a keeper league

If you're deep at RB, then maybe, but I think you only get a slight upgrade at WR. What does your roster look like?

Probably not.  Post your roster pls. You should be able to get a better wr than shepard.  He's a nice wr3 but you can do better

No way - you should be able to do much better than that, give the complete lack of quality RB's available.
