This decision point is kind of difficult for me. 

This is how I have them ranked right now all of these players are tier 2

2 QB Carson Wentz Eagles
1 QB Jared Goff Rams
21 WR Will Fuller Texans
55 WR Tyler Boyd Bengals
86 WR Leonte Carroo Dolphins
35 TE Henry Hunter Chargers
81 TE Austin Hooper Falcons
26 QB Paxton Lynch Broncos

I could see passing on the QBs until the end of this list. So Fuller would be my next choice here. Goff is likely the safer pick but I just don't know about his upside with Jeff FIsher in charge or in that division.

I'm not all that excited about the upside of any of these players and I might prefer just trading down to 16 or 17 for whatever I could get and take whoever is left I could even see reaching into my tier 3 list if my team needed a RB and being ok with trading down to pick 19. If I could move picks here for 2nd round picks in 2017 I would do it. 

 
It was close for me both of the top 2 between Hunter and Fuller. I'm not overly high on Hunter but he plays for a team/QB that knows how to, and will, use the TE. Fuller I'm down on but his base skill set and his situation should lead to a clear path to the #2 spot on his team. 

Ended up going Fuller. Hunter might just get relief duties until the old dog retires and TEs typically don't come into the league and tear it up year one. If Fuller finishes as the 10th best at his position he's worth more than if Hunter finishes 10th at his position. 

 
this year is one example of why I'm glad to be in IDP leagues.  Unless someone falls, I'm probably going IDP in all leagues between picks 12-20.

Just for sake of conversation who are some recent out of no where IDP stars?

When I used to play IDP a lot the rosters were big enough that finding guys on the wire wasn't quite so easy. Pretty sure FUBAR has been playing that format even longer than I did.

we'll have to disagree here or add the caveat that it depends on the league.  While you can find startable IDP in small leagues, in larger leagues you're no more likely to find top performing LBs on waivers than WRs.

Looking at last year, you might have found Malcolm Smith, Preston Brown, and Jerrell Freeman on waivers.  Likewise, you might have found Doug Baldwin, Allen Hurns, and Travis Benjamin on waivers.

If your 12 team league starts 3 LBs, you might be better off drafting Henry Hunter over Myles Jack; Jordan Howard over Reggie Ragland.  But (IMO) not in leagues where virtually every starting IDP is on a roster and the total number of starting IDP equals (or exceeds) offense.
